Born in November 1944, of Uygur ethnic group, native of Kashgar of Xinjiang Uygur Autonomous Region; Joined Communist Party of China (CPC) in May 1973. Started working in September 1967. Graduated from major of mathematics department of Xinjiang University, university education.

Member of CPC Central Committee, vice-chairman and member of Leading Party Members' Group of 11th NPC Standing Committee.

1967-1968: Stayed at university waiting for job assignment

1968-1969: Received re-education at Zemin Commune, Shufu County, Xinjiang

1969-1973: Translator at tractor station of Shufu County and at Taxmilik Commune

1973-1976: Cadre in Organization Department of CPC Shufu county committee

1976-1980: Cadre in Organization Department of CPC Kashgar prefectural committee

1980-1983: Deputy director, director of personnel division of administrative office of Kashgar Prefecture (Studied in Party School of CPC Xinjiang regional committee in March-July 1982)

1983-1990: Deputy prefectural commissioner of administrative office of Kashgar Prefecture (Studied in Party School of CPC Central Committee in 1987-1988)

1990-1993: Deputy secretary of CPC Kashgar prefectural committee, and prefectural commissioner of prefecture's administrative office

1993-1995: Secretary-general of government of Xinjiang Uygur Autonomous Region

1995-1998: Standing Committee member of CPC Committee of Xinjiang Production and Construction Corp., commissar of Corp (Studied in Party School of CPC Central Committee in 1995-1996)
