Major tasks of the South Beijing Three-Year Development Action Plan (2013-2015)

The South Beijing Three-Year Development Action Plan (2013-2015) is a continuation of the South Beijing Three-Year Development Action Plan (2010-2012), which has greatly boosted overall growth in South Beijing over the past three years.

Following are the major tasks that lie ahead for the next three years:

I. To start the construction of Beijing's second international airport in the city's southern Daxing District and Hebei Province, as well as the air transport-related economic zone.

II. To promote industrial development in South Beijing by improving the functions of the industrial zones and attracting more new projects.

1. To develop a number of key industrial areas with principal functions:

-Beijing Economic and Technology Development Zone

-Lize Financial Business District (FBD)

-Beijing Central Entertainment District

-Beijing High-End Manufacturing Base

-Zhongguancun Science Park (Fengtai Sub-Park)

2. To develop industrial clusters with special features for regional economic growth:

- Qianmen-Dashilan-Liulichang Historical and Cultural Business Zone

- Beijing Petrochemical New Materials High-Tech Industry Base

- Daxing Biomedical Industry Base

-Civil-Military Integrated Industry Base

- National New Media Industrial Base

3. To foster a number of newly-emerging industry zones to fuel regional economy:

- Longtanhu National Sports Industry Base

- Yongwai-Dahongmen Garment Culture Business Zone

- Guang'an Industrial Park

- Qinglonghu-Changxindian Conference, Exhibition and Tourism Center

-Beijing National Digital Publishing Base

- Beijing National Agricultural Ecological Base

- Fangshan Central Shopping District (CSD)

- Fangshan World Geopark

III. To improve people's livelihood through better public service quality

1. Promote balanced development of high-quality education;

2. Improve medical and healthcare services;

3. Build more public cultural centers and strengthen protection of historical sites;

4. Improve social welfare and social management system;

5. Improve residents' living conditions.

IV. To upgrade infrastructure to support regional development

1. Improve the comprehensive transportation network;

2. Improve the ecological environment;

3. Ensure supply of water resources;

4. Strengthen river control and better prevent road waterlogging.

V. To improve management of the rural-urban fringe zone to promote integrated development

1. Complete reconstruction of areas which suffered from the rainstorms on July 21, 2012, the capital's heaviest in 61 years;

2. Strengthen management of the rural-urban fringe zone;

3. Beef up the development of New South Beijing in a comprehensive way.

VI. To enhance southern Beijing's regional image by hosting a series of influential activities and events

Make a success of the Ninth China (Beijing) International Garden Expo, as well as other key events such as the Qianmen Historical and Cultural Festival, "Dawn Moon at Marco Polo Bridge" Cultural Tourism Festival, Daxing Watermelon Festival, Beijing International Long Distance Walk Carnival and the 2014 World Seed Conference, in order to enhance the influence of South Beijing.

VII. To provide more municipal-level support in finance, policy and land

1. Complete plans for a number of key projects and increase land supplies

-Draft plans for the new airport economic zone;

-Boost plans for the construction of newly-emerging industrial functional zones, such as Tiantan Performance District and the Agricultural Ecological Zone;

-Make the full use of land a top priority.

2. Offer more financial support

-Attract more social capital;

-Invest more state-owned capital to support implementation of the plan;

-Provide private capital through financing opportunities.

3. Promote policy and mechanism innovation

-Introduce more high-quality public service resources for South Beijing

-Guide the innovative use of rural collective construction land;

-Deepen the pilot plan on Daxing's rural financial reform;

-Promote the construction of an urban leisure economy demonstration area in Fangshan.
