Li Yizhong, deputy director of the Chinese People's Consultative Conference Economic Committee and former minister of the Ministry of Industry and Information Technology; Xu Guanhua, former minister of the Ministry of Science and Technology and academician at the Chinese Academy of Sciences; and Zhang Guobao, director of the National Energy Expert Advisory Committee and former deputy director of National Development and Reform Committee, were present at the conference and held speeches respectively.

Officials from several international organizations, eminent scholars, executives of multinational companies and Chinese entrepreneurs held an in-depth discussion during the forum. Topics included "Making use of science and technology parks to promote the cluster development of strategic emerging industries," "Development and prospects of new energy vehicles" and "Development and innovation of the new generation of information technology."

Xu Guanhua pointed out in his speech that China's emerging industries have been trapped in a net of low added-value, whereas in fact they should have yielded high profits.

To foster the development of strategic emerging industries, Xu suggested the governments should step up their efforts in transforming their function of direct project management to one of creating a favorable environment for the development of those industries as well formulating public policies that will benefit the emerging industries.

Li Yizhong suggested governments should play an important role in guiding and planning the development of emerging industries, while Zhang Guobao emphasized the importance of freeing people's minds in independent innovation.

Edward Clarence-Smith,chief representative of the United Nations Industrial Development Organization in China, pointed out in his speech that China now finds itself at a crossroads where export-driven economy should undergo transformation. China must move up to the upper end of the value chain and its enterprises should become leaders of the new innovation trend, he added.
