In October, the Development Research Center of the State Council published the "383" Think Tank Reform Plan, ahead of the Third Plenary Session of the 18th CPC National Congress.
In the same month, the Institute for International and Strategic Studies was established at Peking University. The think tank broke from its department and became an independent organization.
