Beijing is set to enhance its safety and emergency equipment industry with the goal of creating an advanced manufacturing cluster by 2025.
A recently released action plan by the Beijing Municipal Bureau of Economy and Information Technology outlines the steps for achieving this, with a focus on improving the scale, quality, and application of emergency equipment to better support disaster prevention, mitigation, and response to major emergencies.
A key objective is to modernize the emergency equipment industry by promoting technological innovation, expanding the use of advanced equipment, and fostering high-quality industrial development.
The plan targets critical areas such as earthquake and geological disaster equipment, flood and urban waterlogging prevention, fire safety in special urban settings, hazardous chemical safety, mine safety, emergency medical response, and family preparedness equipment. It emphasizes research into core technologies and the promotion of advanced safety solutions to enhance disaster prevention and emergency response capabilities.
Beijing will also establish an information platform to monitor the distribution and readiness of emergency response teams and resources. This platform will help teams prepare for critical periods such as flood and fire seasons, ensuring swift deployment when needed.
In terms of regional development, Beijing will guide specific zones to foster specialized clusters. For instance, the Zhongguancun Fengtai Park will focus on emergency communications, monitoring, medical rescue, and new materials, while Zhongguancun Fangshan Park will specialize in high-end safety equipment, emergency energy backup, and advanced materials. Zhongguancun Huairou Park will focus on high-end monitoring instruments and sensors. Each park will receive policy support in areas such as technological innovation, talent development, and industrial upgrades.
Additionally, Yanqing district will be supported in developing drone technologies, Changping and Miyun districts will leverage research institutions to strengthen the emergency equipment industry, while Pinggu district will focus on disinfection products and emergency food production.
By 2025, Beijing aims to have more than five internationally competitive leading enterprises, over 30 key enterprises with core technology advantages, and three to four industrial zones dedicated to safety and emergency equipment.
