In 2024, Beijing, in collaboration with neighboring Tianjin and Hebei, completed 123 key reform tasks outlined in a three-year action plan to build a world-class business environment, according to the municipal development and reform authority.

Key achievements include deepening business system reforms, establishing 13 new pilot zones for cross-locality business license services. In terms of regulatory cooperation, the Beijing-Tianjin-Hebei region introduced 35 leniency measures for minor violations in public security administration and standardized 192 administrative penalties in areas closely related to businesses and the public, such as transportation and household registration.

Additionally, the three localities enhanced government services by unveiling 27 new services with uniform standards across their free trade zones and 44 new qualifications that are recognized across the region. Currently, 25 types of electronic certificates can be used across Beijing, Tianjin, and Hebei province.

Regarding cross-border trade improvements, it now takes just 1.5 hours to process containers with imported goods, down from at least one day previously. The time for export goods to be transported to ports has been cut down to one to two days.
