Changping district in Beijing has outlined a plan to double its GDP by 2030 compared to 2020, as part of its goals to become a world-class city district driven by science and education.
Located in northwestern Beijing, the district is focusing on becoming a global leader in technology innovation and creating a high-quality living and working environment. A key initiative is the ATLATL Innovation Platform located in the Zhongguancun Life Science Park. It aims to replicate a successful model used in Boston, the U.S., for supporting biotech innovation. This platform provides shared labs and R&D facilities, enabling scientists to bring their ideas to market efficiently.
Changping is home to 41 universities, 40 national key laboratories, and 210 engineering technology centers. It has set a goal to become a global technology innovation hub through collaborations between academia, research institutions, and industry.
The district is also developing the synthetic biology industry, with over 80 companies and investments exceeding 3.5 billion yuan (US$482 million), positioning itself as a key player in Beijing's synthetic biology sector.
Additionally, Changping is targeting emerging industries such as robotics, hydrogen energy, and 6G technology. It plans to establish a 6G innovation cluster and commercialize 6G by 2030, and develop a 6G-related industry worth about 30 billion yuan.
Changping has formed three major industrial clusters in pharmaceuticals, advanced energy, and advanced manufacturing, each valued at over 100 billion yuan. By 2030, the three industries are expected to reach revenues of 180 billion, 450 billion, and 180 billion yuan, respectively.
Infrastructure improvements are a key priority of Changping's 2030 development targets. Nankou town, located in the district and previously an industrial base, has been selected to be transformed into an innovation hub. This year, Changping will complete the construction of five additional national key laboratories and supportive structures for Tsinghua University in Nankou Town.
Next, construction of new subway and railway projects will be expedited to enhance connectivity. The district is also upgrading public services by introducing high-quality education and healthcare facilities.
