Inspection of Implementation of Central Government Policy to Expand Domestic Demand and Promote of Economic Growth

Third, to urge rectification of problems discovered during inspection.

The inspection teams sent by the central government came forward with rectification recommendations on problems such as slow progress of projects, insufficient realization of supporting funds, loose examination, approval and construction of projects, inadequate appropriation and management of funds, non-standardization of public bidding and non-standardization of project management. If rectification fails to be in place, the leading group shall send rectification notice to the governments of provinces (regions, municipalities), relevant state organs and enterprises, asking them to complete 100% rectification in a comparatively short time. So far rectification has been conducted and problems discovered in the first-round and second -round inspection have been basically solved with few exceptions; about 2/3 of the problems discovered in the third-round inspection have been solved.

Fourth, to severely deal with cases in violation of disciplines and laws.

Up to November 10, 2009 disciplinary and supervising organs throughout the country had investigated and dealt with 88 cases in violation of disciplines and laws involving 198 Party-member cadres, during the implementation of policies for expanding domestic demand and promoting economic growth; 141 people were given disciplinary sanctions, of whom 21 were above county levels; 12 were handed over to judicial organs, of whom 4 were above county levels. 39 Party leading cadres took their accountabilities, of whom 6 made public apologies, 6 were temporarily relieved of their posts and asked to make self-criticism, 1 resigned and 26 were removed from office. The dealing of these cases has rigorously enforced discipline and was instructional to other people.

The inspection shows that all regions and relevant organs pay high attention to the implementation of the package plan and policies put forward by the central government for expanding domestic demand and promoting economic growth. They put the package plan and policies as work priority and took quick actions with effective measures. Especially in 2009 great achievements were scored in acceleration of work progress, management reinforcement and implementation standardization. Up to September 30, 2009, the operation rates of the first three batches of projects invested by the central government were 99.96%, 96.73% and 92.84% respectively while their completion rates were 75.38%, 36.35% and 4.43% respectively. Up to November 10, 2009, the completion rate of the fourth batch was 63.15%. As shown from the inspection, no fund from the central government was found invested in high energy-consuming and high pollution industries, in low-level and repeated construction and excessive production, or in project of office buildings for Party and government organs. According to the feedback from localities, the package plan and policies of the central government for expanding domestic demand and promoting economic growth were timely and absolutely correct; they played an important role in stimulating economy, improving people’s livelihood and promoting social and economic development; it was necessary to conduct the inspection, which has forcefully pushed forward the smooth implementation of projects invested by the central govenrment, and has effectively prevented occurrence of serious cases in violation of disciplines and laws.

At present, China is facing a very complicated situation in its economic development, with favorable and unfavorable impacts rising at the same time, short-term and long-term problems intertwining, and domestic and international factors affecting each other. The basis for economic recovery is still not solid enough. The scale of investment in 2010 by the central government remains large and new projects invested by the central government will be completed one after another. The leading inspection group will combine the inspection with the special check-on on the serious problems in the construction filed, continue to reinforce its inspection, urge all regions and relevant departments to earnestly perform their supervision duties, implement and improve relevant laws and policies, and establish and perfect the long-term mechanism on the supervision and management of government-funded projects, so as to guarantee the practical implementation of the package plan and policies of expanding domestic demand and promoting economic growth.
