The third chapter is about the 'Spatial distribution', Which is generalized into "one axis", "two cores" and "two wings". 'One axis' includes six cites along the river, namely, Anqing, Chizhou, Tongling, Chaohu, Wuhu, Maanshan; "Two cores" refers to Hefei and Wuhu; 'Two wings' includes Chuzhou and Xuancheng city. At the same time, The Plan makes general arrangements for constructing modern city system and realizing the interaction between industry and city.
The Forth chapter is about the construction of demonstration zone. The Plan will use three approaches to achieve it. The first is to upgrade the present development zones, to alternate the zones into an important platform. The second is to map out and build concentrated zone of industrial relocation, relying on the use of Yangtze River and central cities. Thirdly, to build the development zone through cooperation, innovation and co-build approach, to establish the mechanisms of benefit sharing and mechanism of co-building.
Chapter five is about the emphasis of industrial relocation, which covers rejuvenation of equipment manufacturing industry, accelerating the upgrade of raw materials industries and the growth of textile industries; cultivating the high-tech industries and the modern service industry linking with the Yangtze River Delta Area, building a modern agriculture system. Build sound environment of equal competition, energetically developing private economy, strengthening the social management and service, perfecting the social security system. Vigorously promoting the vocational education, enhancing the service of talent development and employment. Reforming the household registration system.
