Gongbei Customs and Zhuhai Entry-Exit Inspection and Quarantine Bureau signed a cooperation memorandum on July 16, 2015. The clearance mode of ‘one X-ray machine, one inspecting stand,' joint inspection and separated disposal will be officially started. This is the free trade zone's initiated clearance mode in China.

The ‘one X-ray machine, one inspecting stand' policy means workers of the customs and the inspection and quarantine department use the same X-ray machine and screen to examine passengers' baggage at the same inspecting stand. With the help of this clearance mode, passengers' clearance efficiency can be improved by 30 percent and the labor input can be decreased by 50 percent.

"This is a full implementation of the State Council's ‘Three Mutuals' policy, including mutual information exchange, mutual supervision and mutual law enforcement cooperation," noted Zhao Min, chief of Gongbei Customs.

"The ‘one X-ray machine, one inspecting stand' policy is further improvement on the ‘one declaration, one inspection and one clearance' policy. This greatly improves the customs clearance efficiency, reduces the customs clearance cost and fosters foreign trade," expressed Li Qingxiang, director general of Zhuhai Entry-Exit Inspection and Quarantine Bureau.

In the first half year, Hengqin Port had a total of 3.32 million inbound and outbound passengers and 480,000 departure and entry vehicles, up 53 percent and 17 percent, respectively. Also, Hengqin Port had 798,000 tons of imported and exported products, with the total value reaching 8.98 billion yuan (US$1.45 billion), up 27.4 percent and 60.4 percent respectively. Thirty-five tax-relief appeals have been approved, with the reduced and exempted tax coming to 25.38 million yuan (US$4.09 million). Hengqin has 489 registered customs enterprises now, and 143 of them have been newly added this year, a gradual increase.
