Beijing to launch evaluation system for foreigners

This year, Beijing will set up an evaluation system for foreigners who apply for permanent residence in China, according to the Beijing Municipal People’s Congress opened Saturday.

On Mar. 1 2016, Beijing began implementing 20 policies to administrate the entry and exit of overseas talents in an effort to support innovation. A total of 227 permanent residency permits (green cards) have been issued for foreign high-level personnel. According to the policies, overseas Chinese who start a business in Zhongguancun, popularly known as the "Silicon Valley of China," are not subject to the 60 year age limit and can directly apply for a five-year valid residency permit with work permit and employer’s guarantee letter, or with business plans based on a private affairs permit.

Beijing will deepen the reform of the mechanism and system for science and technology to promote the reform of Zhongguancun talent management in pilot areas. The reform features an evaluation system and knowledge-oriented income distribution. Beijing also intends to bring in and support top scientists and innovation teams worldwide in new materials, intelligent robots and other fields.

Beijing has established a service hall for foreign talents, where they can rapidly apply for permanent residence, long-term residence permits and other immigration services, according to a document released on the same day.
