According to Beijing's 13th Five-Year Plan on Rail Construction released on March 24, rail access will reach all of the city's 16 urban and rural districts by 2020, and up to 90 percent of the city proper will have at least one subway station within 750 meters.

The plan is the first medium-and-long term plan formulated by Beijing on rail construction.

The second phase of the plan includes 29 planned lines with a total length of 999 kilometers covering 556 stations. By 2020, 26 lines or sections will be put in operation, forming a network comprised of three ring lines, four horizontal lines, eight vertical lines and 12 radial lines. The total operational length will surpass 900 kilometers, with streetcars taken into account.

By 2020, rail access will reach Beijing’s 16 districts and up to 90 percent of the city proper will have at least one subway station within 750 meters, meaning that most residents can take subway within 750 meters.

According to the plan, Beijing will open a domestically developed driverless subway, or Yanfang Line, sometime this year. Driverless trains will be used on more planned lines including an express line to the new airport being built in Daxing District.
