A total of 1,581 startups have been incubated in Beijing’s innovation park Zhongguancun Innoway in the past three years, with 655 of them receiving financing totaling 6.534 billion yuan (about US$948 million).
The innovation park adopts the mode of government service plus non-government professional service, the first of its kind to do so in China. Since the park’s inception in June 2014, more than 1,000 service items from more than 200 government or professional service agencies have been provided to startups there, including industrial and commercial registration, tax consultation, intellectual property, policy advisory, human resources, and financial and legal services.
The local government also attracts professional service providers through government procurement. Professional service agencies provide startups with services in finance, human resources and legal matter. Up to now, more than 10,000 online and offline consultation services and 3,000 professional services have been provided to startups.
