Beijing has sent legal service teams to assist in more than 1,100 urban relocation and upgrading projects in the first half of this year, which has helped resolve a total of 8,006 disputed issues.

Wanrong Mall, one of Beijing’s largest clothing wholesale markets, has been listed as a major relocation project in Xicheng District this year. As it accommodates more than 1,800 vendors, Beijing Municipal Bureau of Justice has set up a legal service team consisting of lawyers, notaries and mediators to help in disputes. The legal professionals surveyed the vendors and talked with the mall management, and a team of ten mediators were sent to negotiate the disputes.

After several times of mediation, the vendors and investors finally reached a consensus last month on rescission of agreement ahead of schedule, compensation and others matters. Within nine days, the mediators helped finalize mediation agreements between 1,272 vendors and the mall, which involved a total compensation of more than 120 million yuan.

Starting from this year, the Beijing Municipal Bureau of Justice has established a four-tier legal service group in the citywide relocation and upgrading campaign, including a 100-person city-level team, 16 district-level teams, 202 county-level teams, as well as 756 teams for specific projects.
