Cai Qi, secretary of the Beijing Municipal Committee of the Communist Party of China (CPC) as well as a delegate to the 19th CPC National Congress, said the report General Secretary Xi Jinping delivered to the 19th CPC National Congress provides the roadmap to realizing the Chinese Dream of national rejuvenation.

Cai made the remarks at a discussion of the Beijing delegation on Oct. 18. He said the 19th CPC National Congress is an important milestone in the development of China, which unveils the breakthrough theory to guiding China's future.

He said Xi’s report is the latest achievement in adapting Marxism to the Chinese context, and the first theory of socialism with Chinese characteristics for the new era.

Cai said the historic development of China in the past five years was led by the Party with Xi at the core.

The 14-point basic policy listed in Xi’s report is the specific embodiment of socialism with Chinese characteristics, which will lead the country and the people to success, Cai said.

He also said the report sets forth the general requirements for Party building in the new era and underlines the importance of political work in Party building for the first time.

Cai also said that as the capital of China, Beijing should set a good example of studying, publicizing and implementing the essence of the 19th National Congress to promote the development of the city.

He said two Beijing-related things were mentioned in the report, which were first decided and promoted by General Secretary Xi himself and should be pushed forward with all effort. One thing is to reduce Beijing's non-capital functions and promote the coordinated development of the Beijing-Tianjin-Hebei region; the other is to make preparations for the 2022 Winter Olympic and Paralympic Games.
