Beijing to continue addressing 'urban diseases' in 2019

In 2019, Beijing will beef up efforts to relocate non-capital functions and address "urban diseases" to promote ecological progress and environmental protection in both urban and rural areas, the city announced at a meeting on Feb. 20.

The move is aligned with the strategic positioning of Beijing and build it into a top habitable city in the world. It also serves as a driving force to implement a new version of the city's general urban planning and promote the quality development of the capital.

Underpinned by the move, the city has made progress in transferring non-capital functions and dismantling illegal buildings. The city has also rectified irregular business activities including unauthorized public space occupation, unlicensed businesses, and wall digging. Rural and urban junctions have also been rectified.

According to discussions at the meeting, Beijing will focus on relocating non-capital function. It will combine internal function restructuring with outward transference, promoting relocation of non-capital functions to Xiongan New Area in Hebei province.

In 2019, Beijing will deepen the rectification of illegal buildings, dismantling 40 million square meters of illegal buildings and disposing of 4,000 hectares of land. Moreover, the city will move more than 300 general manufacturers out of the market, and upgrade 66 market and logistics centers.

Meanwhile, Beijing will combine measures of transference and rectification those of renovation and upgrading. With overall planning on freed up space, the city will give priority to matching its central political functions with public services, build convenient shops, and improve the city's 15-minute service circles.

In its block upgrading plan, Beijing will preserve the historic alleys, quadrangles, and residences of well-known historical figures, building high-quality blocks to improve the life quality of nearby residents.

On the environmental front, Beijing will battle against pollution to keep its air, water and soil clean. Various measures in this respect will be implemented for its downtown areas and sub-centers, so as to promote the well-being of the public. At urban and rural junctions, urban villages will be rectified and environmental infrastructure will also be strengthened. Rural areas will be decorated by beautiful landscapes.
