SCIO briefing on the position and views on the current situation of Hong Kong

I have some specific questions concerning the use of the military forces. As you just mentioned, the pressing task is to put an end to the violence and restore public order. However, currently, we haven't seen any encouraging signs; so, I would like to ask the following questions. First, has the HKSAR government appealed to the central government for help from the PLA Hong Kong Garrison, as Mr. Yang Guang was asked this question at last week's press conference? Second, is the Standing Committee of the National People's Congress (NPC) considering citing the Basic Law of the HKSAR to declare a state of emergency, and send the PLA or police from the mainland to help the local authorities to deal with the current situation? Third, we have heard from the Commander of the PLA Hong Kong Garrison, Chen Daoxiang, that no extreme acts of violence will be allowed. We have seen the official video issued by the PLA Hong Kong Garrison last week, and we have also read the report about the recent anti-riot exercise in Shenzhen. What signals is the central government going to convey through those moves? Thank you.

Thank you. You asked quite a few quite specific questions, and in the end, you asked about what kind of important signal is being sent. I have also noted Commander Chen's remarks. Here, I would like to put forward three opinions. First, the glorious journey of the PLA since its founding 92 years ago has shown it is an incredibly reliable and powerful force in safeguarding security of every bit of the sacred territory of the motherland. Second, the PLA is the people's armed forces that displays both valor and excellent conduct. It obeys the Party's command and acts according to the law. In regard to the PLA Hong Kong Garrison, it also acts in accordance with the law, including the relevant provisions of the Basic Law of the HKSAR and the Law of the People's Republic of China on Garrisoning the Hong Kong Special Administrative Region. Third, we believe that, with the unswerving support of the central government and wholehearted support from Hong Kong compatriots as well as people in all other parts of China, the HKSAR government and police force have complete ability to punish violent crimes, restore public order and social stability in accordance with the law. Thank you.
