Two senior provincial officials have received disciplinary and administrative penalties after being found responsible in a deadly chemical plant blast in eastern China's Jiangsu Province.
Upon approval of the Communist Party of China (CPC) Central Committee, the CPC Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission (NSC) had launched investigations on Fan Jinlong, a member of the Standing Committee of the CPC Jiangsu Provincial Committee and executive vice governor of the province, and Vice Governor Fei Gaoyun on their negligence of duty in the chemical plant explosion on March 21 that killed 78.
The investigations found that Fan, the leading official in charge of workplace safety (emergency management), failed to fulfill his duty of management and supervision and thus should take primary responsibility for the explosion.
Fei, who bears the management duties in workplace safety and environment, should also take primary responsibility for the accident due to his ineffective supervision.
Fan and Fei shall be held accountable for their ineffective leadership and major mistakes, which caused severe losses and grave negative impacts.
After deliberation by the CCDI Standing Committee and approval of the CPC Central Committee, it was decided to give Fan the disciplinary action of an inner-Party warning, while Fei will be given an administrative demerit on his records by the NSC.
