The Shenzhen Planning and Natural Resources Bureau and the Luohu district government signed a cooperation framework agreement on jointly advancing reforms of administration of planning and natural resources on May 28.

The bureau chief Wang Youpeng, Luohu Party chief Luo Yude, and Luohu government head Liu Zhiyong, attended the signing ceremony.

According to the agreement, the two sides will deepen reforms in urban planning, land resource management, ecological civilization construction, cultural construction, and organizational guarantee; the two sides will explore new mechanisms and models in the administration of planning and natural resources to build Luohu into a sustainable development model in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and in the construction of Shenzhen into a pilot demonstration zone for socialism with Chinese characteristics.

As the first district founded in Shenzhen, Luohu finds it hard to sustain the supply of land and resources to boost its rapid development and the increase of population. To resolve the problems, Luohu strengthens its cooperation and exchanges with the bureau.

Since 2016, Shenzhen has invested 57.56 billion yuan ($8.09 billion) renovating its infrastructures. Currently, Luohu has 117 urban renovation projects funded by the city government.

Luo Yude said that Luohu’s cooperation with the bureau comes at the right time. He hopes that the bureau can strengthen its guidance and assistance to help Luohu improve its planning level and to let the old downtown area glow with new vitality.

Wang Youpeng said that the cooperation is of great significance to Luohu, and the bureau will help the district explore a new model of urban renovation in a high-density built-up area of the megacity.

He said that the bureau will continue to help Luohu to become an example in high-quality, sustainable development and improve its construction and urban planning level.
