The State Council, China's cabinet, has approved an investigation report on a major road accident in east China's Jiangsu Province on September 28, 2019.
A total of 36 people were killed and 36 others injured in the accident when a coach collided with a truck on an expressway.
The State Council investigation team concluded that the tragedy was a workplace safety accident, directly caused by a flat tyre on the coach.
A tourist transport company in central China's Henan Province, which was responsible for the accident, had not applied for a transport license. The coach used fabricated road transport approval and license to illegally transport passengers, according to the report.
Other violations include a lack of sufficient safety management regulations and training in the company.
The investigation team also blamed regulators in some regions in the provinces of Anhui, Zhejiang, and Henan for lax regulations and supervision.
Police have criminally charged 14 suspects in the accident.
