SCIO press conference on Hunan's efforts in pursuing high-quality development and promoting the rise of central China and development of Yangtze River Economic Belt

We have noticed that Hunan has gained an advantage in intelligent computing with a rather solid foundation. How do you plan to leverage this advantage to boost and expand the intelligent computing industry and quickly form new quality productive forces? Thank you. 

Mao Weiming:

Thank you for your question. As an important area of today's fierce global sci-tech and industrial competition, intelligent computing encompasses the emerging industries of artificial intelligence and advanced computing, empowers modern industries ranging from audio and video to the application of the BeiDou Navigation Satellite System, and satisfies the requirements of the development of new quality productive forces. Hunan's intelligent computing industry has gained a first-mover advantage, which we summarize into six points: foundations, suitable conditions, strengths, momentums, potentials, and prospects. 

First, we have a solid foundation and favorable conditions. In recent years, we have proactively laid the groundwork for the "triple power" support system: electricity, computing power, and driving force. Electricity powers computing power and computing power in turn underpins the driving force, allowing for the interplay of these three powers. In terms of computing power, we are integrating computing power, algorithms, data, and networks into a unified system. Our artificial intelligence computing power has reached 1200 petaflops, placing us at the forefront nationwide. Meanwhile, Hunan is also the birthplace of the Yinhe and Tianhe supercomputers, with a supercomputing power of 200 petaflops, ranking among the top globally and nationally. Moving forward, we will make scientific, rational, and effective arrangements in terms of general computing power, artificial intelligence computing power, and supercomputing power to support the development of a modern industrial system. Electricity is fundamental to industrial development. In terms of electricity, in recent years, we have advanced the integration of power supply from Ningxia into Hunan, using the wind and solar resources from Ningxia to illuminate the land of Hunan. Projects such as pumped-storage hydroelectric power stations have positioned us as the nation's second-largest in terms of new energy storage capacity. Clean energy has surpassed traditional sources. In particular, we plan to create a "Zero Carbon Island" on Orange Island, integrating our revolutionary legacy with green development and ensuring our legacy thrives alongside a green future. In terms of driving force, we aim to enhance the power of scientific and technological innovation. For example, the domestic support rate for locally produced computers has reached 90%, resulting in "Made in Hunan" computers, key components being "Hunan-made," and core semiconductor components being "Hunan chips."

Second, we have advantages and momentum. This is primarily reflected in three aspects: First, the industry has accumulated strength and is steadily growing at an average annual rate of 20%. Currently, the intelligent computing industry has reached 715 billion yuan, accounting for 7.3% of the national total. In the information and communications technology (ICT) industry, Hunan holds the top market share in domestically produced central processing units (CPUs), graphics processing units (GPUs), and solid-state drive controller chips. Whether it's CPUs or GPUs, Hunan is an important national research, development, and production base. In the audiovisual industry, we hold the highest market share in industrial lenses, image processing chips, ultra-high-definition video decoding chips, and display panels. Second, we have made breakthroughs in key core technologies such as chips and computing power. For example, in the field of video supercomputing, we often say that rendering a promotional video takes only as long as it takes to have a meal. Third, multiple platforms have been fully leveraged. The influence of events such as the International Summit on BDS Applications, the World Computing Conference, and the Internet Yue Lu Summit continues to expand. We have accumulated over 200 national and provincial innovation platforms.

Third, we have potential and room for development. With the rapid growth of intelligent computing, we anticipate the computing industry to reach a scale of 27 trillion yuan by 2030. We will focus on building a national center for independent innovation in intelligent computing, a world-class ICT industry cluster, a leading audiovisual industry cluster, and an industry-leading cluster for applying BDS technology. We have undertaken several initiatives: collaborating with China Electronics and Huawei to establish the "Pengteng" ecosystem, strengthening the first domestically controlled computing industry cluster in the country, and propelling the ICT industry from "being a pioneer" to "being at the forefront." We will implement 10 major scientific and technological projects and 10 application demonstration projects annually, aiming to exceed an industrial scale of 70 billion yuan and achieve more than 90% application coverage by 2025. We metaphorically describe this endeavor as navigating BDS technology from "the sky" to "our everyday lives." Furthermore, we will leverage technology to drive innovation in the cultural industry, transforming the Malanshan Video Cultural and Creative Industrial Park into a media convergence landmark that embodies Chinese characteristics, sets national precedents, and holds international influence. This transformation is metaphorically described as steering the audiovisual industry from "integration" to "creative integration."
