Beijing enhances business environment for engineering construction

The Beijing Municipal Commission of Planning and Natural Resources recently rolled out a work plan aimed at enhancing the business environment in the engineering construction sector, so as to promote the city's high-quality development.

Marking the start of a new round of reforms in engineering construction, the work plan focuses on several key areas and emphasizes innovation, enterprise experiences, benchmarking against advanced standards, and policy evaluation.

According to the plan, a graded and categorized management mechanism for the engineering construction sector will be established to enhance credit evaluation and supervision. It also includes stricter penalties for dishonest behaviors, even introducing a circuit breaker mechanism that covers development, surveying, designing, mapping, and geographic information units within the planning and natural resources sector.

To ensure swift and effective implementation of major projects, the plan allows simultaneous approval of land conversion and acquisition for essential infrastructure projects such as energy, transportation, and water conservancy that fall outside the city's designated urban and village construction areas.

Since March this year, Beijing has fully implemented online processing for land pre-examination and planning permits for all construction projects. This includes online services for applying, reviewing, and delivering land pre-examination and site selection opinions, as well as various planning permits for construction projects.

From March 1 to May 31, a total of 460 projects obtained approval through this online system. 

Twelve districts, including Tongzhou, Chaoyang, Haidian, Shijingshan, and Fangshan, have been selected as reform demonstration areas that will pioneer and integrate reform explorations to accelerate the implementation of the work plan.
