Beijing unveils new plan for streamlined services

Beijing recently introduced a new plan aiming to simplify and enhance services for both businesses and individuals. 

The city plans to introduce 11 new service programs, such as building and operating temporary multi-story parking facilities, approving renovations for traditional commercial spaces, and promoting responsible dog ownership. Additionally, 11 existing programs will be optimized, including support for tech enterprises, opening restaurants, integrating utility services (water, electricity, gas, internet), and services for newborns.

Since 2021, Beijing has developed 62 integrated service programs that cover various aspects of life and business, such as registering newborns, enrolling in compulsory education, finding flexible employment, opening restaurants, organizing large events, deregistering businesses, supporting tech innovation, coordinating utility services, notarizing documents for studying abroad, and facilitating cross-border trade.

The 22 new and improved service programs aim to simplify processes and reduce costs by streamlining business procedures, reducing approval times, integrating approval systems, and enhancing data sharing. 

The city said it will also enhance social security card services, newborn registration, and other key programs. 

For example, the city will improve integrated services for employment, social security, healthcare, transportation, and access to parks, museums, and cultural venues using the third-generation social security card. It will also expand the use of the Beijing-Tianjin-Hebei "one-card" system. 

Additionally, services for people with disabilities will be improved by integrating new applications for disability certificates, qualifying for allowances and subsidies, basic pension insurance, and medical assistance for low-income and vulnerable populations. This includes adding services for replacing, transferring, reporting lost, reissuing, canceling, and changing the type or level of disability certificates, as well as providing employment assistance for people with disabilities.
