Beijing releases new plan to boost cross-border trade

Beijing Municipal Commerce Bureau has unveiled a new implementation plan recently to enhance the city's cross-border trade facilitation through improved service guarantees and reformed trade supervision models.

The plan aims to accelerate the development of a "dual hub" airport system, gradually digitalizing port operations, customs supervision, and corporate affairs at Beijing Capital International Airport and Beijing Daxing International Airport. At the same time, the city will expand international routes to Europe and the United States while expanding air cargo transit operations to boost airport freight volumes.

To strengthen port service support, Beijing will accelerate the improvement of port facilities. This includes promoting the use of designated supervision sites for inbound fruits and aquatic products at Beijing Daxing International Airport, as well as building specialized warehouses for international express shipping, cross-border e-commerce, cold storage, and assembly operations in the cargo area.

The city's comprehensive bonded area, a key platform for expanding trade openness, will continue to implement pilot projects such as an integrated, efficient customs clearance model for the zone and port.

Additionally, Beijing plans to reform and innovate its trade supervision model. This includes a pilot program to regulate the import of some remanufactured products as new products, and allow qualified enterprises to act as agents to import cell and gene therapy products and urgently needed drugs that have undergone safety risk assessments.
