Shunyi attracts 1,014 projects under 'two zones' initiative

In 2024, Shunyi district has taken the lead in Beijing by adding 1,014 new projects under the "two zones" initiative, with 781 of these projects already up and running, according to figures released at a recent press conference.

The "two zones" initiative refers to Beijing's initiative for building the pilot free trade zone and the national comprehensive demonstration zone aimed at expanding the opening-up of the service sector.

In the first half of the year, Shunyi attracted 60 new foreign-invested enterprises, securing US$122 million in contracted foreign investment and US$268 million in actual utilized foreign investment. The district's total import and export volume reached 91.25 billion yuan (US$12.85 billion), up by 8% year on year.

Since Beijing launched the "two zones" initiative, Shunyi district has introduced several innovative "bonded + consumption upgrade" scenarios. The district's cross-border e-commerce policy for pharmaceutical products, first piloted in 2019, has seen annual sales grow from 250,000 orders to nearly 4 million, with sales value increasing from 31.42 million yuan to 400 million yuan. 

In the first half of 2024 alone, pilot enterprises processed 1.1 million orders, generating over 100 million yuan in pharmaceutical sales. The range of pilot products has expanded to over 4,000 categories, driving a 28% year-on-year increase in sales to 1.39 billion yuan in the first six months this year, said Yang Pengbo, head of the district's commerce bureau.

The district has established a fast-track inspection channel for imported biological products. From January to June, 47 types of biological products, including eight vaccines, were imported through this channel, with the total value of vaccine imports reaching 22.38 billion yuan, a 10% increase year on year. This initiative has significantly improved the efficiency of customs inspections and clearances.

Shunyi has also enhanced its business environment, providing precise services to companies within the "two zones" initiative. An electric vehicle-related company in the district pioneered Beijing's first "certification upon completion" model, streamlining processes and significantly reducing time delays. 

Additionally, Shunyi was the first to implement Beijing's electronic license system, replacing physical paperwork with digital processes to improve efficiency and reduce the need for multiple visits by residents to accomplish a single task.
