The Information Office of Beijing Municipal People's Government held a press conference in Beijing on Dec. 25 to brief the media on the capital city's achievements and future goals in promoting the rule of law.
Cui Yang, director of the Beijing Municipal Bureau of Justice, announced that Beijing has secured top national rankings with six districts and six projects recognized as national models in recent national evaluations.
In March 2004, the State Council promulgated the Program for Comprehensively Promoting Administration by Law. Since then, Beijing has actively implemented related policies and has made substantial progress across various areas.
Beijing has focused on strengthening legislation in key areas, such as emerging industries and foreign-related matters, to provide a strong legal framework for the city's modernization.
To improve efficiency and reduce the burden on businesses, the city has introduced innovative regulatory approaches such as "off-site supervision" and "one-code inspection."
The Beijing Municipal Commission of Housing and Urban-Rural Development introduced the "Director Policy Interpretation Day" in 2020. This initiative provides businesses with direct access to policy experts, with department heads offering in-depth explanations of policies, addressing common concerns, and prioritizing topics based on business demand. To date, 51 sessions have been held, covering construction projects, housing management, and housing security, reaching over 2.2 million people online and nearly 10,000 in-person attendees.
Beijing's Dongcheng district, recognized as a "National Demonstration Zone for Rule of Law," has prioritized law-based governance as crucial for optimizing its business environment. This year, the district released a general list of matters exempt from administrative penalties, under which minor violations are addressed with corrective measures rather than immediate penalties. This initiative has resulted in 1,284 penalty exemptions this year, significantly reducing the burden on market entities and earning recognition as a leading example of business environment reform in Beijing.
Looking ahead to 2030, Cui said that Beijing aims to further solidify its leading position nationwide, striving to become a fully recognized national demonstration zone for rule of law.
