Luohu sets goals for high-quality industrial development in 2025

Luohu District outlined its key objectives for high-quality industrial development in 2025 during the Third Session of the Eighth Congress of the CPC Luohu District and the District Economic Work Conference on Friday. This year marks the conclusion of China’s 14th Five-Year Plan and the 45th anniversary of the Shenzhen Special Economic Zone, underscoring the strategic importance of Luohu’s initiatives.

The district introduced six major initiatives targeting industrial transformation, structural upgrades, layout optimization, business format innovation, investment promotion, and enterprise growth. These efforts aim to foster new drivers of economic growth while revitalizing traditional sectors. Highlights of the development plan include strategic focuses on traditional, specialized, emerging, and future industries to support the district’s transition towards high-quality growth.

Luohu plans to enhance the competitiveness of traditional industries by integrating new technologies, business models, and practices to boost value and innovation. At the same time, the district will accelerate the development of specialized industries, including creating platforms for jewelry and gemstone trade, establishing a comprehensive gold service center, and building hubs for medical aesthetics and tourism to form high-value industrial clusters. Efforts to leverage emerging industries are also central to the plan, with initiatives to expand the Qingshuihe AI Cluster, advance life sciences innovation, and develop research and demonstration hubs for the low-altitude economy. Furthermore, the district will cultivate future industries by focusing on cutting-edge fields such as cell and gene technology, ensuring a forward-looking approach to global industrial trends.

In promoting economic drivers, Luohu will strengthen its position as a hub for headquarters by attracting leading regional, R&D, and trade companies while building supply chain and industrial internet platforms. The district is also leveraging the advantages of its major ports to boost cross-border industries such as education and healthcare and developing Shenzhen-Hong Kong Cooperation Industrial Parks and consumption zones. Digital transformation will be prioritized through initiatives in XR, 5G+8K, and smart manufacturing, while sustainable development will be further advanced through green energy, energy-saving industries, and the establishment of green industrial parks, smart home appliance facilities, and new energy vehicle clusters. Responding to demographic shifts, Luohu will develop eldercare products and services, including wellness tourism and senior-focused industries, to cater to an aging population.

In terms of industrial layout, Luohu will foster collaborative development through innovative models like "headquarters and production base" partnerships to optimize industrial synergy. The district’s plan emphasizes three major industrial clusters: the Northern Tech Innovation Cluster, focusing on emerging industries and innovation; the Commerce-Tourism-Culture Cluster in the Dawangtong area, integrating tourism, cultural creativity, and health industries; and the Modern Business Cluster along Shennan East Road, targeting high-end services.

Luohu also aims to establish a central financial headquarters axis along Hongling Road, linking key economic zones to create a high-energy financial and business core. Additionally, the district will develop major platforms for cross-border trade, ecological tourism, and digital innovation in collaboration with Hong Kong. By aligning with international standards, Luohu is poised to become a benchmark for high-quality industrial development, spearheading Shenzhen’s transformation in its 45th year as a Special Economic Zone.
