Shenzhen launches 30 themed buildings to boost high-quality economic development

Luohu District in Shenzhen will launch its first batch of 30 themed buildings in 2025, according to a promotion conference on Monday.

This year, Luohu aims to focus on creating these themed buildings, providing enterprises with approximately 1.5 million square meters of premium industrial space. Incubators and accelerators will be established in key buildings to foster industrial clustering and chain-style development.

The district also introduced its three key industry offices for artificial intelligence, life sciences, and low-altitude economy. These offices will drive breakthroughs in their respective fields, leveraging the district’s full capabilities to advance the software information and AI industries, the life sciences sector, and the low-altitude economy.

The industries targeted by the 30 themed buildings align with Luohu’s strategy for transforming its core industries and developing emerging and future industries. Key sectors include finance, commerce, professional services, software information, artificial intelligence, life sciences, pet economy, cross-border e-commerce, and low-altitude economy.

According to a representative from the Luohu Development and Reform Bureau, the building economy is regarded as a vital pillar for industrial transformation and development. The district follows an "industry-specific building" approach with tailored strategies for each building, creating synergies by attracting upstream and downstream enterprises to settle in neighboring floors.

To reduce costs for businesses, Luohu will implement tiered management systems and adopt an "industrial whitelist" mechanism. Enterprises that meet specific entry requirements can benefit from rent-free terms or discounted rents at 30%, 50%, or 70% through government and state-owned properties. Private property owners are also encouraged to lower rents to attract enterprises aligned with the district's industrial goals, aiming to foster industrial clusters within three to five years.

At the event, Luohu District signed agreements with Shenzhen Disruptive Technology Innovation Center, Tsinghua University Shenzhen Research Institute, and Huaqiang Advanced Technology Innovation Research Institute for three incubator and accelerator projects. These collaborations aim to attract and nurture emerging enterprises in cutting-edge technology, smart hardware, and marine technology.

The Luohu Investment Promotion Bureau stated that the district will provide enterprises at different development stages with targeted policies, tailored services, and professional operations. For qualified businesses moving into incubators, rent can be waived for the first three years. For those entering accelerators, rent can be waived for the first year and reduced to 30% for the second and third years.

Special industrial-use spaces will cater to listed companies, headquarters, and tech-driven enterprises. Companies leasing up to 5,000 square meters can enjoy a maximum 70% rent discount, while those leasing 5,000 to 10,000 square meters can receive up to a 50% discount.

Luohu will also offer incentives to themed building owners and operators, including rewards for building creation, operational support, renovations, and event hosting. Enterprises relocating to these themed buildings can enjoy rent discounts as low as 30% for three consecutive years.
