Luohu opens first smart urban air traffic exhibition center

Luohu District unveiled its first smart urban air transportation exhibition center on January 21 in Luohu Sports Leisure Park. The center integrates multiple functions, including eVTOL (electric vertical take-off and landing) flights, exhibitions, science education, interactive experiences, and research programs.

During the launch event, the EHang EH216-S autonomous passenger aircraft took off from a designated flight deck, soaring above the park, and safely returning to its starting point.

Looking ahead, Luohu plans to leverage the exhibition center to explore more low-altitude application scenarios based on eVTOL technology. The district aims to establish itself as a model base for low-altitude economy development and a new landmark for cultural tourism.

In recent years, Luohu has seized opportunities to position the low-altitude economy. A dedicated Low-Altitude Economy Industry Office was established to coordinate development efforts in this field. The district has implemented a comprehensive approach that encompasses top-level planning, policy support, infrastructure development, application demonstrations, enterprise cultivation, and talent training, systematically creating a robust low-altitude economy ecosystem.

Currently, Luohu is home to 115 enterprises within the low-altitude economy chain, covering areas such as complete aircraft R&D, component manufacturing, equipment sales, passenger flights, and technical services. The district has built 52 low-altitude take-off and landing sites and established its first low-altitude economy industrial park at Yuehai City T1.

Low-altitude infrastructure serves as the foundation of the low-altitude economy. To accelerate its development, Luohu has launched the "Luohu District High-Quality Low-Altitude Infrastructure Development Plan (2024-2026)." The plan outlines the creation of a three-tier take-off and landing facility system, comprising major hubs, medium-sized stations, and small-scale points, to support applications such as cultural tourism, air transportation, unmanned logistics, public governance, emergency response, and medical rescue.

Luohu has already developed three networks for passenger, cargo, and drone public service take-off and landing points, including 15 passenger-focused sites. The district currently operates 13 tourist air routes and two urban air traffic routes. For cultural tourism, Luohu integrates its parks and public cultural resources to establish tourist-oriented take-off points, linking them with outdoor, commercial, jewelry, wedding, and sports consumption scenarios.

In terms of air traffic, the district has optimized existing helicopter pads to offer business charter services and regular urban air routes, while planning cross-border helicopter pads at locations such as Wenjindu Port. For emergency response and medical rescue, the district has expanded the functionality of take-off points to enable both routine and emergency uses.

For cargo operations, Luohu has developed seven logistics take-off points, facilitating routes for transporting medical samples, gold jewelry, and water quality testing materials. In the medical logistics sector, the district has set up drone take-off points near central hospitals and large community health centers for transporting medical samples and supplies.

For high-value cargo, such as gold, jewelry, and seafood, logistics take-off points have been established near ports, with plans for cross-border operations. Instant delivery services have been deployed across five major business districts, supported by terminal nodes such as smart take-off cabinets near parks and scenic spots.

In the field of public drone applications, Luohu has achieved full coverage across its 10 subdistricts, using drones for law enforcement, slope inspections, risk monitoring, and other urban management tasks. The district is also enhancing its drone operations monitoring platform to better coordinate governmental drone use, boosting efficiency and providing strong support for refined urban governance.

Moving forward, Luohu will capitalize on its advantages in traditional industries, Hong Kong-Shenzhen cooperation, and natural resources to foster the low-altitude economy. By building systems, advancing projects, attracting enterprises, and expanding application scenarios, the district aims to create a concentrated and innovative low-altitude economy ecosystem.

Luohu is committed to expanding its low-altitude infrastructure, with plans to build 100 new take-off and landing sites, systematically improving its low-altitude facilities for passenger, cargo, and drone applications. The district will also focus on cultivating a thriving industry ecosystem by attracting leading general aviation companies, medium-sized drone enterprises, research institutions, and integrated platforms for industry-academia collaboration.

Furthermore, Luohu will continue to broaden application scenarios and add over 30 new air routes in areas such as cross-border transportation, logistics, instant delivery, and urban governance, accelerating the district’s transformation into a low-altitude economic hub.
