2015年3月5日上午9时，第十二届全国人民代表大会第三次会议在北京人民大会堂开幕。国务院总理李克强作政府工作报告。以下为要点整理。	The third plenary session of the 12th National People's Congress opens at 9 a.m. on March 5, 2015 at the Great Hall of the People, Beijing. Following are highlights of the Chinese government work report delivered by Premier Li Keqiang.
2015年工作总体部署
今年经济社会发展的主要预期目标是：国内生产总值增长7%左右	— Increase GDP by approximately 7 percent
居民消费价格涨幅3%左右	— Keep increase in CPI at around 3 percent
城镇新增就业1000万人以上	— Create over 10 million jobs in urban areas
城镇登记失业率4.5%以内	— Ensure registered urban unemployment rate not to exceed 4.5 percent
进出口增长6%左右	— Increase imports and exports by around 6 percent
能耗强度下降3.1%以上	— Cut energy intensity by 3.1 percent
继续实施积极的财政政策和稳健的货币政策	— Continue to implement proactive fiscal policy and prudent monetary policy
积极的财政政策要加力增效；稳健的货币政策要松紧适度	— Proactive fiscal policy must sustain the momentum of economic growth and increase economic returns, monetary policy must be prudent and balanced
今年拟安排财政赤字1.62万亿元	— Annual government budget deficit is projected to be 1.62 trillion yuan
赤字率从去年的2.1%提高到2.3%	— Deficit to GDP ratio will rise from last year's 2.1 percent to 2.3 percent
广义货币M2预期增长12%左右；在实际执行中，根据经济发展需要，也可以略高些	— M2 money supply is forecasted to grow by around 12 percent, but actual supply may be slightly higher
推动大众创业、万众创新	— Encourage popular entrepreneurship and mass innovation
把改革开放扎实推向纵深
制定市场准入负面清单	— Draw up a negative list for market access
大幅放宽民间投资市场准入，鼓励社会资本发起设立股权投资基金	— Greatly relax market access for private investment and encourage the use of private capital to set up equity funds
在基础设施、公用事业等领域，积极推广政府和社会资本合作模式	— Actively promote models of cooperation between government and nongovernmental capital in developing infrastructure and public utilities
不失时机加快价格改革	— Take timely action to accelerate price reform
推动具备条件的民间资本依法发起设立中小型银行等金融机构	— Encourage qualified private investors to establish, in accordance with law, small and medium-sized banks and other financial institutions
保持人民币汇率处于合理均衡水平，增强人民币汇率双向浮动弹性	— Keep the RMB exchange rate at an appropriate and balanced level and allow it to float more freely
适时启动“深港通”试点	— Launch the Shenzhen-Hong Kong Stock Connect on a trial basis at an appropriate time
修订外商投资产业指导目录，把外商投资限制类条目缩减一半	— Halve the number of industries in which foreign investment is restricted
加快互联互通	— Move faster to strengthen infrastructure connectivity with neighboring countries
推动与海合会、以色列等自贸区谈判	— Work for progress in talks on free trade zones with the Gulf Cooperation Council and Israel
