The Fourth Session of the Ninth NPC The Fourth Session of the Ninth NPC was held in Beijing March 5-15, 2001. Of its 2,979 deputies, 2,789 attended. During the session, deputies earnestly examined and discussed the Outline of the 10th Five-Year Plan for National Economic and Social Development and the report on the outline delivered by Premier Zhu Rongji. The State Council made revisions to the outline and the report according to the opinions and proposals raised by NPC deputies and CPPCC members during the examination and discussion. This session received a total of 1,040 proposals, the largest number since the First Session of the Ninth NPC. Of the total, 25 were proposed by delegations and 1,015 were jointly advanced by 30 or more deputies. According to Article 10 of the Organic Law of the National People's Congress and Article 21 of the Rules of Procedure for the NPC, upon receiving the proposals, the secretariat of the session promptly distributed them to various special committees. After conferring with these committees, the secretariat suggested that 268 of the 1,040 proposals be submitted to relevant special committees for examination, and the remaining 772 suggestions, criticisms and opinions, along with those proposed by deputies during the session, be handed over by the working body of the NPC Standing Committee to relevant institutions and organizations for handling and giving replies to deputies. At the closing meeting, the Fourth Session of the Ninth NPC adopted a resolution on the Outline of the 10th Five-Year Plan for National Economic and Social Development and the report on the outline, a resolution approving the Report on the Implementation of the 2000 Plan for National Economic and Social Development and the 2001 Plan for National Economic and Social Development, and a resolution approving the Report on the Implementation of the Central and Local Budgets for 2000 and the Central and Local Budgets for 2001. The session also adopted a resolution on the Work Report of the NPC Standing Committee, a resolution on the Work Report of the Supreme People's Court, and a resolution on the Work Report of the Supreme People's Procuratorate, as well as a Decision on the Revision of the Law on Chinese-Foreign Equity Joint Ventures. In accordance with the electoral method of the Fourth Session of the Ninth NPC, the session on March 15 elected by ballot Wang Xueping (Li), He Yicheng, Jia Zhijie and Sheng Huaren as members of the Ninth NPC Standing Committee. |
