Chinese Government made the statement that all the nuclear weapon
states and non-nuclear weapon states in the world should solemnly
declare the complete prohibition and thorough destruction of the nuclear
weapons, which means, in specific, no-use, no import or export, no
manufacture, no testing or storage of nuclear weapons. |

Chinese Government announced that China would not be the first to
use nuclear weapons at anytime or under any circumstance. China also
solemnly requested that a world summit should be convened to discuss
the issue of the complete prohibition and thorough destruction of
nuclear weapons. As the initial step, an agreement should be reached
on that summit that those countries which possessed or would soon
possess nuclear weapons should take the responsibility to guarantee
not to be the first to use nuclear weapons, not to use nuclear weapons
against non-nuclear-weapon states, nuclear- weapon-free zones or among
themselves. |
