Chinese President Jiang Zemin, who is also chairman of the Central Military Commission (CMC), recently signed the Armament Regulation of the People's Liberation Army (PLA).
The regulation, the first of its kind for the PLA, has 13 chapters including 180 articles and defines the role, tasks and basic principles of the PLA's armament.
According to the regulation, the work of the PLA's armament should aim to modernize the military forces' equipment and establish an armament system with Chinese characteristics, based on military strategies drawn out for the new era.
In line with the demand of China's military purchase system, the regulation also sets standards for introducing a mechanism of competition, evaluation and supervision.
