Ninety-nine Percent Democracy Implemented: Spotlights

Since the 2nd session of the 10th National Committee of the Chinese People's Political Consultative Conference (CPPCC), it has witnessed a total of 4478 proposals submitted in with 4263 of them filed. And up to February 20 this year 99.15 percent of the proposals had been handled and replied.

It is a piece of information released by Zhang Huaixi, Vice-president of the CPPCC in his report on the proposals delivered March 3. This indicates that the CPPCC is playing a more and more important role in the political life in China and in the meanwhile with attention paid to practical effect for democratic politics.

905 proposals about economic construction with attention paid to national economy and the people's livelihood

The economic construction has always been a focal point that the CPPCC pays its attention to. Almost all the 8 democratic parties and the National Industrial and Commercial Association taking part in the conference have put forward their proposals in this regard. Among them the proposal for "improving the environment for the economic development of non-public-owned enterprises" put forward by the Central Committee of the Revolutionary Committee of the Chinese Kuomintang and that for "making the system healthier and reducing accidents in production" brought up by China Democratic League and "stepping up the development of intermediary industry" by China Democratic National Construction Association, the proposal about "raise the production level and ensure grain safety" by China Association for Promoting Democracy, that "for a scientific development of the Three Gorges reservoir areas after the immigration" by Chinese Peasants and Workers Democratic Party, that about "reform the tax system for unified regional development" by Jiu San (September 3) Society and the "circulating economy for vitalizing the old Northeast China" as well as the proposal concerning the "support given to the enterprises owned by civilians for participating in the reform of the State-owned enterprises" by the National Industrial and Commercial Association, all these have made active contributions to the implementation of views for scientific development and construction of a socialist and harmonious society.

The proposal brought up by Wang Qixiang, member of the CPPCC in regard with the post service for delivering materials for agro-production to farmers and rural areas was written into "No.1 Document of the Central Committee of the CPC". And according to the calculation of the Ministry of Agriculture, the proposals of the CPPCC and suggestions of the NPC, that were undertaken by the very Ministry will enable farmers to receive a benefit of billions yuan.

1178 proposals in regard of science, education, culture and sports ¨C for a harmonious development

In these proposals, members put forward constructive views and opinions in regard of the deepening of system reforms in the fields of science and technology, education, culture and health work and so on and they've been adopted and taken into consideration by units and departments concerned.

In 2004, the Ministry of Education alone handled 503 proposals brought up by the CPPCC which were in connection with the quality education, strengthen the investment for the compulsory education in rural areas, ensure the implementation of compulsory education in rural areas in China's west, set up a long-term mechanism for aiding the poverty-stricken students in ethnic minority areas, improve the present situation for vocational education, to implement by giving enough places and roles of vocational and technical education that aught to have in the process of economic development in China so as to promote a healthy development of vocational education. The examination system in China must be reformed with high attention paid to the enrollment and employment of students in institutes of higher learning and administration of academic degree and work out relevant administrative measures, laws, and rules for it. The national information platform for education is going to be constructed with emphasis laid on a quicker development of information technology in the kernel. A long-term appraisal system for teachers is to be established together with the setting-up and making it to work well with the training system for cultivation of teachers. Administration over the civilian-run educational bodies must be strengthened and to kick off the appraisal for the teaching levels in higher education so as to promote a total of dozen aspects of work for a sustainable development of civilian-run education.

The Ministry of Science and Technology has handled 129 proposals. Among them the "Proposal on research for strengthening pre-warning and controlling dangerous pests of plants and animals" brought forward by member Wang Dafang has made contribution to the protection of eco-environment in China and won very good appraisals. The "proposal for the state, province to further strengthen investment in science and technology" and suggestions as well put forward by member Ding Guangzhi were also adopted to be arranged for strengthening local work on science and technology. This has played an active role in promoting the development of science and technology in local areas.

Proposals on law and politics about the united front and others counted 1180 pieces for promoting harmonious development of society

To strengthen the construction of a clean and honest administration of the Party conduct, to get perfect the social insurance system, maintain the state safety and security and stability of society and promote the peaceful reunification of the motherland are also the focal points that all the members of the CPPCC pay great attention to.

In recent few years some officials of the Party and government and managers of the state-owned enterprises who are corrupted and committed crimes often escaped overseas with a big sum of money in order to avoid being punished. Using their own children or relatives living abroad for big sum cash transactions has become a meticulously schemed prelude for those corrupted officials prior to their running away overseas. In view of the new characteristics in the anti-corruption struggle the Central Committee of Taiwan Democratic Self-government League put forward the "proposal on establishing an application and filing system for the lineal relatives of leading cadres and SOE directors and factory managers, who are going abroad for study and settlement".

Due to the concrete and to-the-point contents and practicality of the proposal, it has roused great attention of the Central Committee for Party Disciplines. Therefore, the Central Committee for Party Disciplines has selected Xiangfan in Hubei, Shuozhou in Shanxi, Beijing Petrol Machinery Plant and Guohua Electro-power Company as its spots for experimentation, making the "post-graduate study and settlement in foreign lands of the lineal relatives of the Party and government officials and of SOE directors and managers" and the "employment of children of the leading cadres of the Party and government" as contents of great importance to be listed in the reports as required for leading cadres.

The Central Committee of China Democratic National Construction Association put forward a proposal for "rewarding and assisting the only child in rural areas". In order to get away with the blind angles and dead spaces for safety monitoring and control member Lu Xilei and others brought up several "proposals on supervision and control over safety production to enter into social communities" and met with high attention from departments concerned and were adopted.

In order to push ahead the economic exchanges across the Taiwan Straits the Special Committee of the CPPCC also put forward "proposals on speeding up economic development on both sides of the Straits and promoting the peaceful reunification of the motherland" and they were fully affirmed and adopted by the Central Committee of the Chinese Communist Party and the State Council.
