Zhang Chunxian, a Han Chinese and native of Yuzhou, Henan Province, was born in 1953. He joined the Communist Party of China (CPC) in November 1973.
He graduated from Northeast Heavy Machinery College with a bachelor’s degree, and later received his master’s degree in management from Harbin Institute of Technology.
Zhang was secretary and vice dean of the Tenth Institute of Project Planning and Research, Ministry of Machinery Industry. He also served as general manager of China National Packaging and Food Machinery Corporation and assistant governor of Yunnan Province.
Zhang served in the Ministry of Communications Party Committee, deputy minister, Party chief and minister of communications ministry from 1997-2005.
He is now a member of the 16th CPC Central Committee and secretary of the CPC Hunan Provincial Committee.
