The Fourth Session of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) adopted a political resolution Monday, professing its support for a draft outline of the country's tenth five-year plan and all major reports delivered at the current session of the National People's Congress (NPC) which the CPPCC National Committee members have attended as observers.
The reports include one on the draft outline of the five-year plan delivered by Premier Zhu Rongji, one on the work of the Supreme People's Court and one on the Supreme People's Procuratorate.
In the past year, which is of great importance for China's development, the Chinese people continued its advancement along the road of building socialism with Chinese characteristics, accomplished the ninth five-year plan, and realized the strategic targets of the second-stage modernization drive under the leadership of the Communist Party of China (CPC) Central Committee with Jiang Zemin at the core, according to the resolution.
The CPPCC National Committee Session regards the coming five-10 years as a very important period for China's reform and opening up as the country has entered the stage to build a well-off society in an all-around manner.
In view of the current international and domestic situation, the outline of the new five-year plan defines the main target, guiding principles and major tasks of China's economic and social development in the coming five years, points the direction for future advancement, and embodies the fundamental interests and common aspirations of the entire Chinese people of different ethnic groups, the resolution says.
The CPPCC National Committee members are of the view that it is of great importance to ensure a smooth implementation of the outline of the new five-year plan which is linked to the general situation of China's modernization drive, it says.
According to the resolution, the members are deeply concerned about a number of eminent problems that have emerged in the country's development and have raised constructive suggestions and proposals on issues including: strengthening the status of agriculture as the economic foundation and increasing farmers' income, economic restructuring, deepening state enterprise reform, adherence to the strategy of sustainable development and reinvigorating the nation by science and education, implementing the strategy to develop the western region and the project to divert water from south to north, increasing employment and improving the social security system, reforming the wealth distribution system, promotion of cultural and ethical progress, acceleration of developing democracy, implementing the strategy of governing the nation by law and the strategy of governing the nation by virtue, improving social order, and stepping up the anti- corruption campaign.
The CPPCC National Committee session agrees that ensuring social stability is the premise of a smooth implementation of the new five-year plan outline. It urges CPPCC organizations at all levels and all the participating groups of the CPPCC to put the promotion of unity and safeguarding stability on top of their agendas.
Along with the constant deepening of the reform and readjustment of the relations of different interests, these organizations should make closer contacts with the people, feel their feelings, hear their voices, safeguard their interests, pass on their opinions, and try hard to coordinate relations and dissolve contradictions, according to the resolution.
They should continue the fight against the Falun Gong cult, support the government for crackdowns on a handful of criminals, and make strenuous efforts to unite, educate and save the majority who have been hoodwinked, it says.
The CPPCC National Committee session agrees that following the return to the motherland of Hong Kong and Macao, it has been an even more outstanding issue for the entire Chinese nation, including Taiwan compatriots, to resolve the Taiwan issue at an early date to realize a complete reunification of the motherland, and that adhering to the One-China Principle is the basis for developing cross-straits ties and realizing a peaceful reunification.
It urges CPPCC organizations at all levels to continue implementing the basic principle of "Peaceful Reunification and One Country, Two Systems" and the Eight-Point Proposal by President Jiang Zemin; promote economic and cultural exchanges and exchanges of personnel across the straits; spare no efforts in uniting all overseas and domestic forces that could be united; and firmly oppose any attempt to separate the motherland, so as to contribute to the great cause of the reunification of the motherland.
The resolution urges all the participating groups and individuals to unite around the CPC Central Committee, uphold Deng Xiaoping Theory, further study Jiang Zemin's instructions on Party building, persist in and improve the CPC-led multiparty cooperation and political consultation system, strive to accomplish all the tasks set in the new five-year plan outline, promote the modernization drive, realize the reunification of the motherland, and safeguard peace and promote common development across the world.
Resolution on Work Report
The fourth session of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) adopted a resolution on a work report of the Committee's Standing Committee.
According to the resolution, the session approved the report delivered by CPPCC National Committee Vice-Chairman Ye Xuanping on behalf of the Standing Committee, expressing satisfaction over the Standing Committee's work in the past year, agreeing to its work plan for 2001 and calling on the Standing Committee to do a good job in completing them.
The session is satisfied with the Standing Committee's performance in the past year in exercising its function of political consultation, democratic supervision, participating in, and discussing state affairs centering on economic developing and serving the whole nation.
The session also puts forward proposals on improving the Standing Committee's performance, according to the resolution.
Resolution on Proposals Handling
The fourth session of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) adopted a resolution on a report about the handling of proposals since the convocation of the Committee's third session.
According to the resolution, the session approved the report delivered by CPPCC National Committee Vice-Chairman Wan Guoquan on behalf of the Committee's Standing Committee, and noted progress it has made during the past year with the cooperation of various organizations in implementing the proposals.
The resolution also calls on the Standing Committee to continue doing a good job of handling proposals and strengthen the role of proposals in the exercising of the CPPCC's functions.
3,585 Proposals Received
The Fourth Session of the Ninth National Committee of the Chinese People's Political Consultative Conference (CPPCC) received 3,585 proposals as of 5 p.m. of March 7.
The Sub-committee for Handling Proposals under the CPPCC National Committee has put on file 3,442 proposals for handling by relevant departments, according to a report by the Sub-committee on its handling of proposals delivered at the closing ceremony of the Fourth Session of the Ninth CPPCC National Committee Monday afternoon.
The report said that among the total proposals, 3,493 were submitted by members of the Ninth National Committee of the CPPCC, 58 by non-Communist parties and the All-China Federation of Industry and Commerce, one by a sub-committee of the CPPCC National Committee and 33 by members of the CPPCC National Committee from different social circles.
A total of 1,633 proposals or 47.44 percent of the proposals that have been put on file relate to economic affairs, 931 education, science, technology, health and sports, 878 political and legal affairs, united front work and personnel.
The remaining 143 proposals that have not been put on file will be handed over to departments concerned for research and handling as letters from committee members, according to the Sub-committee report.
The report says that members of the National Committee of the CPPCC from various parties, people's groups, ethnic groups and various social circles have advanced many valuable suggestions and opinions on the central work of the state and hot topics of public concern.
The content of the proposals covers maintaining comparatively fast growth of the national economy, sticking to a strategic adjustment of the economic structure, strengthening the fundamental status of agriculture, establishing and perfecting a modern enterprise system, putting into practice the strategy of rejuvenating the nation through science and education, the report says.
Issues concerning reform and opening up, the social security system, promotion of socialist cultural progress, promotion of democracy, improvement of the country's legal system, and the reunification of the motherland are also highlighted in the proposals, says the report.
Members of the CPPCC National Committee expressed their extraordinary concern over issues including implementation of the Tenth Five-Year Plan (2001-2005), western China development, the fight against corruption and social stability.
