Chen Bingde, member of the Central Military Commission (CMC) and chief of general staff of the PLA, stressed at the enlarged meeting of the Party committee of the General Staff Headquarters of the PLA held on Jan. 3 that Party committees and leaders at all levels should earnestly carry out the important instruction of CMC Chairman Hu Jintao, implement and put into practice in an all round way the essence of the 17th National Congress of the CPC with strong senses of political responsibility and mission, further enhance the capabilities in leading the scientific development, and strive for creating a new situation for military work and army building.

Chen Bingde pointed out that the army building at present stands at a new historical starting point, and therefore, Party committees at all levels are required to improve their capabilities in taking control and identifying the right orientation, map out the plan for scientific development conscientiously from the political and the overall situation point of view, further build up the political, overall and strategic consciousnesses, earnestly lay a sound ideological and political foundation for holding high the banner, obeying the Party's command and fulfilling missions, obey adamantly the command of the Central Committee of the CPC, the Central Military Commission and Chairman Hu Jintao, and stick all along to the right direction in military work and army building.

Deputy chiefs of general staff of the PLA Ge Zhenfeng, Zhang Li, Liu Zhenwu and Ma Xiaotian, and assistant chiefs of general staff of the PLA Yang Zhiqi, Sun Jianguo and Chen Xiaogong, were present at the meeting.
