Creating An Excellent Development Environment for the Non-public Sector

Under the guidelines of the Third Plenary Session of the 16th Central Committee of the Communist Party of China (CPC), the Central Committee of the Revolutionary Committee of the Chinese Kuomintang put forward a Proposal for Creating an Excellent Development Environment for the Non-public Sector by Eliminating Systemic Barriers to Development. It proposed:  

 

Ensuring the non-public sector is equal in legal status to the public sector; solving market entrance problems for non-public enterprises with practical measures; solving investment and financing problems for non-public enterprises; unifying the tax system for all sectors; abolishing all local polices that have negative effects on private enterprises; accelerating government function transfer and administrative management system reform.

 

The National Development and Reform Commission replied to the proposal in a written statement, detailing the steps that policymakers are taking to benefit the non-public sector, pledging to guarantee the legal rights of private enterprises and guide their healthy development through macroeconomic policy.

 

On January 12, 2005, Premier Wen Jiabao convened and presided over the executive meeting of the State Council and approved a document titled Guidelines of the State Council on Supporting the Development of Non-public Sector. This included ideas from the aforesaid proposal.
