Located outside the Wenming Gate south of the county town of Shuikou, the pagoda was built in 1584 during the Ming Dynasty. This octagonal, nine-storeyed, brick structure has two staircases, which were so designed that if two people going up at the same time from a different stairs, they will never meet. This unique feature distinguishes it from other multistoreyed pagodas.
Standing at the turn of the Meijiang River nearby Ningdu City, the pagoda serves as a lighthouse for ships and boats in addition to its decorative role to the scenery.
