Coordinated Development of Beijing-Tianjin-Hebei Region
The Coordinated Development of Beijing-Tianjin-Hebei Region is a major decision by the CPC Central Committee with Xi Jinping at the core. As part of China’s development strategy, it aims at an orderly relocation of all non-essential functions from Beijing, the national capital, to neighboring locations. The move entails adjusting the economic structure and rationalizing space utilization, while exploring a new model of optimized coordinated development in a region with a dense population, to create a new growth pole in the region.
The broad region covers Beijing, Tianjin and 11 prefectural cities in the neighboring Hebei Province. Environmental protection, integrated transport services, and industrial upgrading and relocation are the three main fields of focus. In April 2015, the Political Bureau of the CPC Central Committee approved the Guidelines for the Coordinated Development of Beijing-Tianjin-Hebei Region as a top-level design for the development in this region in a coordinated manner.
Such a national strategy on coordinated development is needed in this region in order to resolve issues that occurred in the development process in Beijing and the difficulties that Tianjin and Hebei have encountered in their own development. It is also needed in order to implement optimized regional planning for national development and a well mapped-out geographical distribution of production capacity.
京津冀协同发展
推动京津冀协同发展是以习近平同志为核心的党中央做出的重大决策,是中国的一个重大国家战略,其核心是有序疏解北京非首都功能,调整经济结构和空间结构,走出一条内涵集约发展的新路子,探索出一种人口经济密集地区优化开发的模式,促进区域协调发展,形成新增长极。京津冀协同发展的范围包括北京市、天津市以及河北省的保定等11个地级市,计划在交通一体化、生态环境保护、产业升级转移等三大重点领域率先取得突破。2015年4月,中共中央政治局审议通过了《京津冀协同发展规划纲要》,为推动京津冀协同发展提供了顶层设计。京津冀协同发展不仅仅是解决北京发展面临的矛盾和问题的需要,也不仅仅是解决天津、河北发展面临的矛盾和问题的需要,而且是优化国家发展区域布局、优化社会生产力空间结构、打造新的经济增长极、形成新的经济发展方式的需要。
