Striving to Let the People to Feel That Justice Is Done in All Legal Cases
An impartial judiciary is an important component of developing law-based governance in China. During the fourth collective Politburo study session of February, 2013, Xi Jinping made "striving to let the people feel that justice was done in all legal cases" the goal of the work of politico-legal agencies and an explicit requirement for them. This is an inevitable requirement of China's socio-economic development as well as the heartfelt desire of the people.
Openness of judicial proceedings is of the utmost importance if people are to feel that justice is being served. For a plaintiff to feel justly treated during a trial, the principle of open judicial proceedings must be thoroughly implemented. Courts at all levels must handle each case properly; in particular, complex, difficult and sensitive cases of current social concern must be handled especially well. They must devote more attention and effort to improving the quality of the process in each case; they must look to the people and focus on facts and details in order to ensure a just decision in every single case. By rendering just decisions in thousands upon thousands of cases, trust in the judiciary will grow and its authority will increase, enabling the people to feel a greater sense of justice being done.
努力让人民群众在每一个司法案件中都能感受到公平正义
公正司法是法治中国建设的重要环节。“努力让人民群众在每一个司法案件中都感受到公平正义”,是习近平2013年2月在中央政治局第四次集体学习时,对政法机关提出的努力目标和明确要求,体现了中国经济社会发展的必然要求和人民群众的殷切期待。让人民群众感受到公平正义,司法公开至关重要。让当事人在审判过程中感受到公平正义,必须全面落实司法公开原则。各级法院就要把每一个案件审理好,尤其是对当前社会关注的一些复杂、疑难、敏感案件,各级法院更要审理好。要把更多的注意力和着力点放在如何提高每一个具体个案的审判质量上来,俯身向下,抓实抓细,确保每一起具体个案都能得到公正裁判。通过成千上万个个案的公正裁判,汇聚司法公信、提升司法权威,让人民群众感受到更多的公平正义。
