Standards for Good Officials in the New Era
At a national meeting on organizational work on June 28, 2013, Xi Jinping summarized five standards to assess good officials: They must be firm in their ideals and convictions, be committed to serving the people, be diligent in work, be ready to take on responsibilities, and be clean and upright.
Being firm in their ideals and convictions requires that Party officials have a strong sense of Party principles, always check themselves against the Party constitution and the norms for Party members, embrace a correct worldview, outlook on life and values, cherish the ideals of communism, and strive to work for socialism with Chinese characteristics.
Being committed to serving the people means that Party officials maintain close ties with the people, learn about the true conditions of the people, take a people-oriented approach in handling problems and making decisions, fulfill the Party mission of serving the people wholeheartedly, and check all their actions against this set of standards.
Being diligent in work requires Party officials to learn Marxist theory, especially theories on socialism with Chinese characteristics, and enrich their knowledge in order to better perform their duties. They must also be dedicated to their work in a down-to-earth, realistic and pragmatic manner, and tackle the problems that concern the people most and prompt the strongest public reaction.
Being ready to take on responsibilities reflects Party officials’ adherence to principles, sense of responsibility, courage to take on heavy tasks, initiative to reform, innovation, setting a personal example, and willingness to sacrifice themselves to the interests of the people.
To remain clean and upright, Party officials have to often engage in self-examination, be honest in their conduct, be down-to-earth in their work, maintain their integrity as Communists, and never cross the line of Party discipline.
Through commitment to these standards, the process of selecting and appointing officials has improved in recent years.
新时期好干部标准
2013年6月28日,习近平在全国组织工作会议上,提出了“好干部”的“五条标准”:即信念坚定、为民服务、勤政务实、敢于担当、清正廉洁。信念坚定,要求干部不断加强党性修养,时刻用党章、用中共党员标准要求自己,树立正确的世界观、人生观、价值观,坚定共产主义远大理想,为中国特色社会主义而奋斗。为民服务,要求干部密切联系群众,深入基层、深入实际、深入群众,想问题、做决策、干工作,都要以人民群众为导向,时刻践行全心全意为人民服务的宗旨,并以此为标准衡量自己所作所为的价值所在。勤政务实,要求干部认真学习马克思主义理论特别是中国特色社会主义理论体系,丰富知识储备,完善知识结构,打牢履职尽责的知识基础,以求真务实、真抓实干的精神,着力解决群众最关心、反映最强烈的问题。敢于担当,要求干部坚持原则、认真负责,敢于担负重任,敢于改革创新,身先士卒、率先垂范,为人民群众的利益牺牲自己。清正廉洁,要求干部时刻自省自励,老实做人,踏实做事,清白为官,永葆共产党员的纯洁本色,做到高压线不碰、红线不越、底线不丢。近年来,上述五条标准得到了很好地贯彻执行,中国的选人用人状况和风气明显好转。
