“最后一公里”

“最后一公里”原指完成长途跋涉的最后一段里程,被引申为完成一件事情最后的关键性步骤。长期以来,扶贫开发工作就受困于“最后一公里”的问题。

习近平在多个场合指出,要实施贫困村提升工程,培育壮大集体经济,完善基础设施,打通脱贫攻坚政策落实“最后一公里”。即把脱贫攻坚重点放在改善生产生活条件上,着重加强农田水利、交通通信等基础设施建设和技术培训、教育医疗等公共服务建设,特别是要解决好入村入户等“最后一公里”问题。支持贫困地区农民在本地或外出务工、创业,这是短期内增收最直接见效的办法。劳务输出地政府和输入地政府,对贫困人口外出务工要多想办法、多做实事。

为加强脱贫攻坚一线工作力量,中央要求,每个贫困村都要派驻村工作队,每个贫困户都要有帮扶责任人。截至2019年4月,全国累计选派300多万县级以上机关、国有企事业单位干部参加驻村帮扶,在岗的第一书记20.6万人、驻村干部70万人。他们积极帮助群众出主意干实事,推动扶贫政策措施落地落实,打通了精准扶贫“最后一公里”。

The "Last-Mile" Problem

The "last-mile" problem refers to the last part of a journey. It is a metaphor to describe the last hurdle to clear before completing a task. China's poverty alleviation effort has been dogged by "last-mile" problems.

Xi Jinping has more than once talked about removing the last hurdle in implementing poverty elimination policies. By this he means improvement projects in poor villages, developing a collective economy, and improving local infrastructure. To be more specific, the focus is on improving rural living and production conditions, improving farmlands, irrigation, transportation and communications facilities, and providing technical training, education, medical services and other public services, particularly granting access to local villages and households.

Helping the rural population find jobs locally or elsewhere is a most effective way to increase their incomes within a short period of time. The governments of localities that are net importers or exporters of labor must take practical measures to facilitate employment for migrant workers.

To reinforce the frontline work of poverty elimination, the central authorities require that every poor village must have one resident working team and every poor household have one person assigned to help them. By April 2019, some 3 million officials had been assigned to poverty alleviation missions. Of these, 206,000 were serving as on-post first Party secretaries, and 700,000 were resident working team members. These people have offered advice to the villagers and done solid work in the execution of poverty alleviation policies, thus solving the "last-mile" problems.
