“扶真贫、真扶贫”
习近平多次在不同场合强调，新时代的脱贫攻坚就是要做到“扶真贫、真扶贫”，这充分表明党中央打赢脱贫攻坚战的决心和信心，同时表明了中央对于脱贫攻坚从严要求、促进真抓实干的态度。
“扶真贫”，指脱贫攻坚要保证将真正贫困的人口纳入到扶贫对象之中，并且扶贫对象中不存在非贫困人口，同时也要保证真正贫困的农村人口全部被纳入到贫困人口建档立卡之中，不存在部分甚至是极少数的贫困人口被排斥于扶贫对象框定之外的情况。
“真扶贫”，指对“精准帮扶”进行考核评估，监督政府、社会等各类扶贫资源是否较为顺畅且完整地传递给扶贫对象，保证扶贫措施与贫困识别结果实现有效衔接，扶贫资金使用安排能够很好地满足不同类型贫困农户的脱贫致富需求，扶贫资金使用达到较高效益水平。对此，习近平指出，扶贫工作必须务实，脱贫过程必须扎实，扶真贫、真扶贫，脱贫结果必须真实，让脱贫成效真正获得群众认可、经得起实践和历史检验，决不搞花拳绣腿，决不摆花架子。
Helping Those in Need and Delivering Genuine Outcomes
Xi Jinping demands that poverty elimination in the new era must reach those who truly need it and deliver genuine outcomes. This shows the central leadership's commitment, confidence and resolution in winning the battle against poverty.
By "reaching those who truly need it," all of those who are genuinely poor will be registered as living in poverty and identified as the recipients of assistance, and all false claimants will be excluded.
By "delivering genuine outcomes," examinations and reviews of relevant assistance will be conducted to ensure that government and social assistance resources are delivered to the eligible recipients smoothly and in full, that relief measures and poverty identification are well integrated, and that relief funds are used in an effective way to meet the needs of different households.
Xi Jinping instructs that poverty elimination work must be down-to-earth, progress must be steady, and results must be real. The results must be accepted by the people and must withstand the test of time. Acting purely for show is forbidden.
