International Military Cooperation
Military cooperation and exchanges are authorized by China's National Defense Law. China's military cooperation with other countries is intended to further our respective and shared strategic interests through joint operations, exchanges and collaboration. It is an important element of foreign engagements of the Party and the state, and an important area of defense and military development. Areas of cooperation include:
security dialog and consultation;
joint international military operations including counter-terrorism operations;
joint military exercises and training;
military equipment and technology cooperation;
personnel exchanges;
international arms control; and
providing international public security goods, including UN peacekeeping operations, naval escort missions, and humanitarian assistance and disaster relief (HADR) operations.
China's military is committed to a common, comprehensive, cooperative, and sustainable security concept. Its extensive international military cooperation is intended to build foreign military relations featuring non-alliance and non-confrontation that target no third party. It aims to create fair and effective collective security and mutual trust mechanisms. Expanding military and security cooperation helps create a safe and secure environment conducive to national peaceful development and contributes to world peace and regional stability.
China's military will continue to explore new areas and new formats of collaboration with other militaries, make more friends, and strengthen cooperation at all levels.
国际军事合作
开展军事交流与合作是中国《国防法》的明确规定。国际军事合作是指中国与外国为了谋求各自或共同的战略利益,在军事领域开展的联合行动与相互交流、协作配合。国际军事合作是党和国家对外工作的重要组成部分,是国防和军队建设的重要领域。国际军事合作的主要方式包括:防务安全对话磋商,国际反恐等联合军事行动,联合军事演习训练,军事装备技术合作,人员交流互访,国际军备控制,提供维和、护航、人道主义援助救灾等国际公共安全产品,等等。中国军队坚持共同、综合、合作、可持续的安全观,通过广泛的国际军事合作发展不结盟、不对抗、不针对第三方的军事关系,推动建立公平有效的集体安全机制和军事互信机制,积极拓展军事安全合作空间,营造有利于国家和平发展的安全环境,维护世界和平与地区稳定。中国军队不断探索与世界各国军队合作的新领域、新内容、新模式,“朋友圈”越来越大,构建起全方位、宽领域、多层次的国际军事合作新格局。
