Reform of Military Policies and Institutions
Reform of military policies and institutions is necessary to enhance combat capabilities and boost morale, innovation and creativity. By 2020, reform measures implemented across all areas will lead to a framework of military policies and institutions that reflects China's need to build socialism with Chinese characteristics. By 2022, the framework will be fleshed out to complete a coherent system of military policies and institutions.
Specifically, institutions for building stronger Party organizations in the military are under reform, aiming to ensure the authority and centralized, unified leadership of the Party Central Committee, the CMC chairperson responsibility system, and the Party's absolute leadership over the military. Revising policies on the employment of military forces is intended to better ensure that the military is effective in fulfilling its missions in the new era. Changes have to be made in this regard to boost the development of military forces, professionalize the officer corps, improve remuneration and other benefits for military personnel, and create mechanisms that ensure that service members are held in high regard. The reform should also help improve military training, equipment development, logistic support, military research, and national defense mobilization, as part of the measures to develop combat capabilities. Upgraded military management with refined policies and institutions is important for efficient military systems and quality military development.
军事政策制度改革
坚持战斗力标准,着眼调动军事人员积极性、主动性、创造性,整体设计和推进军事政策制度改革,到2020年,完成各领域各系统主干政策制度改革,构建起中国特色社会主义军事政策制度体系基本框架;到2022年,健全各领域配套政策制度,构建起比较完备的中国特色社会主义军事政策制度体系。
主要包括:深化军队党的建设制度改革,维护党中央权威和集中统一领导,维护和贯彻军委主席负责制,确保党对人民军队的绝对领导;创新军事力量运用政策制度,有效保障全面履行新时代军队使命任务;重塑军事力量建设政策制度,推进建立军官职业化制度,优化军人待遇保障制度,健全军人荣誉体系,完善军事训练、装备发展、后勤建设、军事科研、国防动员等方面政策制度,更好解放和发展战斗力;改革军事管理政策制度,提升军事系统运行效能,推动军队高质量发展。
