Public-Interest SOEs
The mission of these SOEs is to ensure the people's wellbeing and provide public goods and services, and the pricing of their key products and services is controlled by the government. They need to introduce market mechanisms to help improve their efficiency and capabilities.
Public-interest SOEs operating under the central government mainly engage in petroleum, petrochemicals, the power grid, and telecommunications, and local public-interest SOEs provide water, gas, and public transport.
These SOEs are wholly state-owned in general. They may also introduce other investors and invite non-state-owned enterprises to join their operations by way of purchasing services, franchising, and commissioning.
公益类国有企业
公益类国有企业以保障民生、服务社会、提供公共产品和服务为主要目标，必要的产品或服务价格可以由政府调控；要积极引入市场机制，不断提高公共服务效率和能力。
公益类国有企业在中央层面包括如石油石化、电网、通信服务等领域的企业；在地方层面包括供水、供气、公共交通等方面的企业。
公益类国有企业可以采取国有独资形式，具备条件的也可以推行投资主体多元化，还可以通过购买服务、特许经营、委托代理等方式，鼓励非国有企业参与经营。
