Commercial SOEs
Commercial SOEs are tasked with boosting the state-owned economy, augmenting the functions of state capital, and maintaining and increasing the value of state assets. They conduct commercial operations in line with market demand and manage independent production and business activities in accordance with the law, to ensure that they can survive in a competitive market or they are wound up in an orderly manner.
There are three types of commercial SOEs: those operating in fully competitive industries and fields; those undertaking major tasks or engaging in important industries and key fields that have a bearing on national security and the economy; those operating in natural monopoly industries.
商业类国有企业
商业类国有企业以增强国有经济活力、放大国有资本功能、实现国有资产保值增值为主要目标,按照市场化要求实行商业化运作,依法独立自主开展生产经营活动,实现优胜劣汰、有序进退。
商业类国有企业可进一步细分为三种不同情况:主业处于充分竞争行业和领域的商业类国有企业;主业处于关系国家安全、国民经济命脉的重要行业和关键领域、主要承担重大专项任务的商业类国有企业;处于自然垄断行业的商业类国有企业。
