Public Servants

Public servants are the functionaries who perform public duties in accordance with the law. They are on the state administrative payroll and receive salaries and benefits from the state revenues.

China has built its system of public servants based on upholding the CPC leadership under the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, following the basic guideline for the primary stage of socialism, the Party’s organizational line for the new era, and the principle of the Party supervising the officials.

According to the Law on Public Servants, public servants are selected on the basis of both integrity and ability, with greater weight given to integrity, and on merit regardless of background, to ensure that the dedicated, impartial and upright are appointed. One's performance, especially political performance, is valued in the selection process.

Category-specific management of the public servants ensures efficiency and sound performance. In China, public servants include all the staff, except those doing temporary work, who work in the CPC departments, bodies of the people's congresses and their standing committees, administrative organs, bodies of the CPPCC committees, supervisory, judicial and procuratorial bodies, and bodies of the eight other political parties and the federations of industry and commerce. The leading officials are elected, or appointed, or engaged, and other public servants are either appointed or engaged. Members of the leading bodies all serve fixed terms in line with relevant state regulations.

公务员

公务员,全称为国家公务员,是指依法履行公职、纳入国家行政编制、由国家财政负担工资福利的工作人员。中国公务员制度坚持中国共产党领导,坚持以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导,贯彻社会主义初级阶段的基本路线,贯彻新时代中国共产党的组织路线,坚持党管干部原则。《中华人民共和国公务员法》指出,公务员的任用,坚持德才兼备、以德为先,坚持五湖四海、任人唯贤,坚持事业为上、公道正派,突出政治标准,注重工作实绩。

国家对公务员实行分类管理,提高管理效能和科学化水平。中国公务员的范围包括中国共产党各级机关、各级人民代表大会及其常务委员会机关、各级行政机关、中国人民政治协商会议各级委员会机关、各级监察机关、各级审判机关、各级检察机关、各民主党派和工商联的各级机关中除工勤人员以外的工作人员。公务员领导职务实行选任制、委任制和聘任制。公务员职级实行委任制和聘任制。领导成员职务按照国家规定实行任期制。
