Commission for Judicial, Procuratorial and Public Security Affairs Under the Party Committee
According to the Regulations of the CPC on the Judicial, Procuratorial and Public Security Affairs, maintaining law and order is an important part of the work of the Party and the state. It is the statutory function of the judicial, procuratorial and public security bodies under the Party's leadership to perform their duties in enforcing the law, exercising management, and providing services in accordance with the law.
There is one commission in charge of judicial, procuratorial and public security affairs under either the Party's Central Committee or the local Party committees at or above county level. The Party committees lead and manage the judicial, procuratorial and public security affairs through this functional commission. The specialized offices under the Party's leadership include the judicial, procuratorial, public security, national security, and judicial administrative bodies.
The duties of these functional commissions are to steer the political orientation, coordinate the work involving judicial, procuratorial and public security departments, oversee the training of officers, supervise their law-based performance, and create an environment for impartial law enforcement. They also take the lead in abiding by the law and regulations, ensure the implementation of the guidelines, principles, and policies of the Party and the major decisions and plans of the Party's Central Committee, and ensure the correct and unified observation of the Constitution and the law.
党委政法委
《中国共产党政法工作条例》指出,政法工作是党和国家工作的重要组成部分,是党领导政法单位依法履行专政职能、管理职能、服务职能的重要方式和途径。党委政法委员会是党委领导和管理政法工作的职能部门,是实现党对政法工作领导的重要组织形式。政法单位是党领导下从事政法工作的专门力量,主要包括审判机关、检察机关、公安机关、国家安全机关、司法行政机关等单位。中央和县级以上地方党委设置政法委员会。
党委政法委员会应当把握政治方向、协调各方职能、统筹政法工作、建设政法队伍、督促依法履职、创造公正司法环境,带头依法依规办事,保证党的路线方针政策和党中央重大决策部署贯彻落实,保证宪法法律正确统一实施。
